That when a person is elected president, that person gets certain presidential powers?
Powers including, but not limited to:
Issuing their Presidential Executive Orders (E.O.).
Revoking previous Presidential Executive Orders.
What if...
There was a Presidential Executive Order from the previous president, that went against one of your campaign promises?
Wouldn't that Executive Order, be one of the first ones you revoked?
What was E.O. 13492 Sec. 3?
It was Barry Sortoro's, a.k.a Barrack Obama's E.O.
about closing Guantanamo Bay (GITMO).
What was E.O. 13823 Sec. 2?
Donald J. Trump's E.O. REVOKING Obama's E.O. closing GITMO.
When Joe Biden got into office, as pResident until now, what has he NOT done?
He has NOT revoked Donald Trump's E.O., revoking the closing of GITMO.
Thus, keeping it open.
In fact, he's EXTENDED ALL of Donald Trump's E.O.s that an opposing party president, would normally revoke.
Why?
Because he has no Presidential Power.
Why?
Because he's under a Continuity Of Government.

Why?
Because of the (10) National Emergencies, declared by Donald Trump, that were NEVER addressed by Congress.
(Congress is ALSO under a Continuity Of Government.)
Congress, NOT addressing a president's National Emergency is a violation of:
U.S. Code 50 USC Chapter 34.
The Presidential Emergencies Act.
All of these E.O.s, Laws and Directives including The Military Justice Act of 2016 keep the Government functioning, while the U.S. military performs all of the operations necessary under a Military Occupation.
(As described in the Law of War Manual - reissued on June 12, 2015 - four days BEFORE Donald J. Trump officially announced running for president.)
The Military Justice Act clarifies from the U.S. Supreme Court that Military Laws, Courts (Military Tribunals) and personnel are separate from Civil Laws, Courts and personnel.
